Development of the TDC in teacher education in Uruguay: content analysis of training programmes

Abstract
This study is part of the research project “Teacher Digital Competence (TDC): A proposal for assessment and training in blender learning in higher education” and focuses on analysing continuing education programmes of the Teacher Training Council (CFE) in Uruguay. The objective is to evaluate how TDC is integrated into these programmes for educators in blender learning between 2018 and 2022.A content analysis based on Krippendorff’s (1990) methodology was conducted, using an evaluation matrix grounded in the European Framework for the Digital Competence of Educators (DigCompEdu). This framework, adopted by Uruguay, guides the design of new programmes within the Education System.The analysis covered 29 training programmes offered by the Institute for Institute for Professional Development and Higher Studies (IPES - by its acronym in Spanish) and Ceibal, identifying 269 recording units distributed across the six dimensions of DigCompEdu: 1) Professional engagement, 2) Digital resources, 3) Teaching and learning, 4) Assessment and feedback, 5) Empowering learners, and 6) Facilitating learner’s digital competence.The sampling units included objectives, methodology, assessment, content, and foundations. The components of foundations, objectives, and content were present in all the dimensions analysed. Although the textual development of the programmes is limited, the information gathered enabled relevant and meaningful categorisation. This analysis contributes to understanding the extent to which DC is incorporated into the teacher training programmes of the CFE within the framework of educational transformation.Supporting agencias
