Resum

El canvi climàtic i les polítiques dirigides a la seva mitigació comporten riscos significatius per a les estructures socials, econòmiques i institucionals, sovint agreujant les desigualtats existents i creant noves vulnerabilitats. Els grups socioeconòmicament desfavorits, les comunitats geogràficament aïllades i els que s'enfronten a la marginació sistèmica es veuen afectats de manera desproporcionada tant pels impactes relacionats amb el clima com per les mesures reguladores dissenyades per abordar-los. Aquests reptes inclouen el desplaçament de llocs de treball, la pobresa energètica i una major exposició a esdeveniments meteorològics extrems. Malgrat les iniciatives climàtiques integrals de la Unió Europea en el marc del Pacte Verd Europeu, com ara el Mecanisme de Transició Justa (JTM) i el Fons Social Climàtic (SCF), la protecció social continua insuficientment integrada a les estratègies climàtiques.

Aquest article examina el paper crític de la protecció social per fer front a aquests reptes mitigant els riscos socioeconòmics, promovent l'equitat i fomentant la resiliència. Identifica les llacunes clau de les polítiques actuals de la UE i destaca com els sistemes de protecció social poden abordar les desigualtats, donar suport als treballadors desplaçats, alleujar la pobresa energètica i respondre a les crisis induïdes pel clima. L'estudi explora encara més les reformes per adaptar els sistemes de protecció social per alinear-se amb els objectius climàtics alhora que garanteix l'equitat i la sostenibilitat. En definitiva, defensa un enfocament sinèrgic on la protecció social esdevingui la pedra angular de l'acció climàtica equitativa, assegurant que cap comunitat es quedi enrere en la transició cap a una economia climàticament neutral.
